Our understanding of the term Light Velocity enables us to consider the possibility that there is no need for Dark Matter or need to modify known and accepted physics to explain rotation curves and lensing. We suggest the possibility that it is the non-Homogenous Space density in and around galaxies, due to the observed non-Homogenous Hubble-Flow, that creates an additional Central Acceleration that affects rotation curves and cause lensing.
